The Inter-American Development Bank, the largest and leading source of financing for regional development in Latin America and the Caribbean, seeks a creative and service oriented Chief of Library Services with a strong background in the socioeconomic development, history and cultures of Latin America and the Caribbean. The person selected for this position manages the provision of diverse library and information services Bank-wide. Directs the operations of IDB's main library.
Key Accountabilities
- Develops all Library and information services policies and programs for Headquarters and Country Offices staff that are aligned with the mission and the strategic directions of the Bank.
*Serves as an advisor to Bank staff on information organization, access, and retrieval issues and research support;
*Participates in Bank committees or teams to recommend solutions for issues related to knowledge management, development and utilization of electronic information resources, and intellectual property/copyright; - Leads and directs all Library programs and operations including research services, technical services, collection development, and utilization of automated library systems;
- Evaluates performance of Library staff to ensure that internal and external (national and international) policies and procedures are consistently followed and that services rendered to Bank and non-Bank library users are maintained at a high level;
- Directs educational and professional development programs for Library staff, and designs and plans training for all Bank staff in identification and use of information resources to support research;
- Plans, prepares, manages, and monitors Library budget for collection purchases, electronic information site licensing, subscription agency services, and other contracted services;
- Selects and coordinates implementation of library information systems;
- Monitors technology trends, assesses information needs, designs and markets value-added information services and products to meet identified needs;
- Develops and maintains cooperative agreements with national and international organization in order to provide enhanced information access, interlibrary lending, and online services to Bank staff.
Requirements
Education: Master's degree or equivalent from an accredited graduate school in Library or Information Science and/or Licenciatura en Bibliotecologa y Documentacian.
Experience: Minimum of 10 years of relevant experience in a large knowledge organization, at least 3-5 of which should be in a recent managerial capacity, including supervision of human and budgetary resources. Experience required in planning and implementation of research and learning support services, digital libraries and electronic information services, library technical services, and collection development. Familiar with knowledge repositories environment will be a plus. Knowledge on economic and social development in Latin American and the Caribbean is highly desirable.
Languages: Full proficiency in Spanish and English; reading knowledge of Portuguese and French desirable.

- Candidates will be evaluated on the extent to which they possess the following skills, knowledge and abilities required for the optimal performance of this position's functions:
- Recent, successful experience in planning and implementing library and information programs and services in a large knowledge organization;
- Knowledge of economic and social development research in Latin America and Caribbean countries;
- Ability to identify trends and implement new technologies affecting access to information;
- Excellent interpersonal and leadership skills and customer service orientation;
- Understanding of the multiethnic and multidisciplinary culture of the Bank (already in the requirements)
